Place the potatoes in a pan with cold salted water and put on a high heat. Bring to the boil and cook for 10-12 minutes or until they are done. Drain, rinse the potatoes with cold water and leave to cool.
While the potatoes are cooking you put the mayonaise, capers, parsley, chives, lemonjuice, salt and pepper together in a bowl and whisk to combine.
Heat a non stick pan on high heat. brush the salmon with oil and sprinkle with pepper and salt. Bake the salmon, skin down, for about 4 minutes, than turn and bake the other side for 3-4 minutes depending on the thickness of the salmon and your liking.
Serve the salmon with the potatosalad and the arugula
